The pace bowler has claimed 309 Test scalps in 71 appearances with an average of 22.10.
Australia's selection chief Bailey has declared that skipper Cummins will play a "major part" in the forthcoming historic rivalry.
There were concerns that the 32-year-old might sit out due to a stress fracture in his back that had not yet healed.
Earlier indications from the squad suggested no final decision had been made regarding Cummins' participation, with the extended contest kicking off on November 21 in Western Australia.
Bailey expressed that Cummins is "building up" and remained hopeful about his chances of being involved.
"We're aware that the window is narrowing and various factors around that, not only his injury, but further aspects," Bailey remarked.
"The outlook is good. There's strong faith that he'll participate in a significant role. Ideally it's the first Test. If not, then we'll pick it up."
Previous Setbacks
Cummins was ruled out Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after medical tests showed a stress reaction in his back.
Previous incidents include of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 causing him to miss several home seasons in four years.
He emphasized he would be proactive in his approach in his recovery plan to ensure his availability for the Ashes.
The selector indicated that there was no confirmation if Cummins had begun bowling as part of his rehabilitation but admitted it was "pressing" for him to recover fully for the first Test.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
The talented all-rounder was recently pulled out from the ODI lineup for their one-day international series against India as a preventive step because of soreness in his side.
The selector characterized it as a "minor" injury and mentioned that he'll feature in the state-level matches, so will be "in a good place to be ready to bowl."
"We put so much time has gone into building out the plan for him to take part for the initial game as an batting and bowling option," Bailey explained.
"His involvement was limited to the starting games regardless. His aggressive style the willow in shorter formats, even if it just sets him back for another day, we opted to approach this more conservatively."
