The Former President's Progressive Warning Overlooks Europe's True Threat: Technological Stagnation.

The recent US security policy document presents a misguided assessment of Europe. It claims that open-border policies and so-called "woke" policies represent an grave threat to European civilization. However, this argument is based on a serious misinterpretation of the reality. The actual danger facing the EU is not cultural but technological and economic backwardness.

The Stark Growth Divide Between Europe and the US

The data paint a stark contrast. Between 2008 and 2023, American economic output grew by 87%, while a paltry 13.5% growth for the European Union. Over this time, European income per person dropped from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now has a higher per capita income than several leading European economies like Italy and France.

Currently, about 50% of the global top fifty technology firms are American, while a mere four are European.

The Innovation Deficit: A Critical Problem

This widening disparity stems from stronger efficiency gains in the US, fueled by technological innovation and better use of resources. The scene of world technology leadership is overwhelmingly US-centric. In the last fifty years, hundreds of American startups have grown into enterprises valued at over ten billion dollars, versus only fourteen in the European continent.

This gap prompts a pressing issue: In the race for tomorrow's sectors like semiconductors, AI, and fusion energy, what is the EU positioned? Experts widely agree it is largely a two-horse race involving the US and China, with Europe starting at a clear disadvantage.

Underlying Factors of the Continent's Innovation Gap

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile system for funding startups. The EU has yet to establish a genuine unified investment market, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hinder Europe. A American entrepreneur can launch a product under a single set of laws to access a market of over 330 million. The EU, despite a bigger population, is divided among twenty-seven separate systems, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Reasons for Cautious Optimism

Despite these hurdles, there are causes for hope. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Key analyses on EU competitiveness and the internal market point to the necessity of sweeping changes.

Given appropriate incentives and rule changes, Europe's strengths could support far greater levels of commercial innovation.

Europe retains considerable strengths: high-quality workforce, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and high savings rates, these foundations have the potential to trigger a surge of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still significantly boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now stands at a critical moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. However, without decisive action to tackle its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
